With financial support from the Federal Ministry of Economic Cooperation and Development (BMZ), the DVV International has set up a project in South Eastern Europe which networks adult education organisations in Bosnia and Herzegovina, Kosovo, Macedonia and Serbia. The aim of the project, which is conducted under the Stability Pact, is to build up a framework for cooperation in the region in order to exploit the potential of adult education (AE) for the development of the social structure. By collaborating with AE providers, the project is helping to enhance initial and continuing training opportunities, especially for socially weaker sections of the population, thereby improving the circumstances of their lives. The project is intended to promote integration of the socially disadvantaged and ethnic minorities and to give them the chance to play a part in the democratic shaping of society.

In the light of impending accession to the European Union, adult education in South Eastern Europe needs to be drawn into professional cooperation at an international and European level.

The project sets out to:

  • improve the quality and range of educational provision
  • raise public awareness of the adult education sector in the Balkan region
  • unlock the innovative potential of adult education through cooperation with partner organizations in the region
  • create nationwide access to educational provision for all target groups

The project focuses on:

  • increasing employability / vocational continuing education and training
  • promoting the socially disadvantaged and marginalized groups of the population
  • encouraging participatory teaching (active citizenship)
  • creating and developing sustainable AE institutions (institution building)

Principles and structures:

  • The project sets out to treat the situation in each state involved individually.
  • Local emphases ensure that those involved on the ground are interested and committed.
  • All activities rest on the principle of partnership and voluntary involvement.
  • The professional content of the project is managed by a team of coordinators comprising representatives of all participating countries, and coordinated by DVV International representative from Bonn.
