Continuing the Project - Training centers in rural areas in Kosovo

During 2013 in four regions in Kosovo, such training centers were active: Deçan, Kaçanik, Podujevë and Skënderaj, in total 187 persons, reported as unemployed were Certified. These training centers so-called Mobile Centers, were first established in 2007, through a three party partnership- DVV International, Ministry of Labor and Social Service (MLSW) and respective municipalities. DVV International provided the training equipment and remuneration for trainers,. 

The Ministry of Labor and Social Welfare provided the training curricula on the vocations of Informatics Technology and Business Planning, and selected and certified the participants of the trainings who had been reported as unemployed at the Regional Unemployment Centers. Whereas the respective municipal assemblies where these trainings centers are active provided the location free of charge except for the running monthly expenses (electricity, water etc.) which were covered by the MLSW.

Generally the locations provided by the respective Municipalities were Youth Centers or Centers for Social Affairs, which are more frequented by young persons with social needs. These training centers are called Mobile because it is envisaged that the equipment is moved from one location to another, in cooperation with other Municipalities in Kosovo, where the Ministry of Labor and Social Welfare considers the number of unemployed persons interested to participate in modular courses for Informatics Technology or Business planning is higher.  Due to the high number of candidates applying for trainings, these centers so far have moved, but since January 2014 two Training Centers have changed their location. The training center in Kaçanik was moved to Kamenica and the one in Deçani was moved to Junik, where it is considered the need for trainings is higher. 

DVV International office in Kosovo has continuously supported these Training Centers because it considers it has conceived and established them, and because the needs for such trainings are very high considering the integration of these areas in the employment training process.

The main purpose of DVV International office in Kosovo is achieving a financial sustainability of these Training Centers by the Ministry of Labor and Social Welfare and respective Municipalities themselves, which so far has been achieved only partially. During 2014, DVV International will only cover the monthly salaries for the Trainers of these Centers, whereas all other expenses will be covered by the Ministry of Labor and Social Welfare in Kosovo.
