Short overview of our cooperation with the partners

When we first began our activity in Bosnia and Herzegovina in July 2000, our cooperation was limited to three partners in the Federation; the Bosnian Cultural Centre in Sarajevo, the Centre for Adult Education in Gornji Vakuf and Amica Educa in Tuzla. Involved in the delivery of adult education programs, the aim of these organizations was limited due to funding restrictions. This meant that large areas of programs and target audiences were unfortunately underdeveloped. Since then, we have expended to include partners in more than twenty different cities. There are continual interactions both with these non-governmental organizations and with the Federal Ministry of Education, Bosnia and Herzegovina. Thanks to the influence of this network, the Ministry has proposed a person who will be entrusted exclusively with training and adult education and who will act as a contact person between the Ministries and the active organizations. There are also contacts with other Ministries of Education especially with the Ministries and Pedagogical Offices in Canton Sarajevo and Canton Tuzla.

Our projects have contributed to increased cooperation and dialogue between the different nationalities in our country, resulting in joint projects all over Bosnia and Herzegovina. Recalling our localised beginnings in 2000, we are very satisfied with this progress. Further contributions to the field of adult education include the publication of a magazine for adult education, the creation of the German Teachers Association and the introduction of Learning Festivals (partly funded by the Ministry of Education). In addition, the possibilities for advanced training and adult education are improving, specifically from the introduction of modern computer and German-language courses.

The Magazine for Adult Education was first published in December 2001 with support of IIZ/DVV. Its quality attracted a wide range of readers and the full support of the Ministry of Education of Canton Sarajevo as well as of the Federal Ministry of Education, Bosnia and Herzegovina. Partial funding of the magazine followed after that. We can conclude that adult education became more important trough our cooperation with national institutions. The Project "Lifelong Learning Festival 2002" got partial funding support too.

Our cooperation with the German Teachers Associations (DLV) was successfully continued. In the first half of this year, the association organized a series of contry-wide professional development of german language teachers. There was a discussion about joint European Reference frame for languages. This possibility raised interest among the teachers, who had no or just a little information about this idea. This could be a topic for a future seminar. Teachers also have significant interest in new teaching materials, especially those given the lack of resources in technical language instruction. The teaching materials that IIZ/DVV Office in Sarajevo bought are being offered for the teachers who can borrow them from the DLV.

We have seen a wide reaching effect on all target groups from our project "PC WORLD" which was supported by the Ministry of Education. This project of 15 broadcasts had been successfully implemented by the education institution "Multimedijalni kompjuter centar" Sarajevo and than followed the broadcast one episode per week in the state TV channel. The success of this effort was evidenced in the positive feedback indicating a large audience and the approval and recommendation of the Minister for its use as a teaching tool in both formal and informal education environments.

IIZ/DVV Office in Sarajevo intends to maintain and grow the contacts established in the first four years of its existence. The most important of these contacts are with Konrad Adenauer Endowment, "Dadalos", "Kulturkontakt Österreich", "UNESCO", "OSCE"-(Organization for Security and Cooperation in Europe), MLA(Multilateral academy-Dortmund), the German SFOR troops and CIMIC. Every two months we hold discussions with these organizations to enchase the nature of our cooperation.

There are also contacts with the German embassy in Sarajevo. We are also establishing regular meetings and discussions about the course of progress, successes and challenges encountered during the implementation of our projects with them as potential supporters.

Since the very beginning of our activities in Bosnia and Herzegovina we have maintained a relationship with the Ministry of Education, Science, Culture and Sports of the Federation of Bosnia and Herzegovina and acquainted it with all our activities. Throughout these four years, representatives of the Ministry provided support to a variety of our activities. The Ministry is also recognizing projects supporting the notion that development of local and regional adult education structures as a contribution to the stability in Southeastern Europe. The significance of the adult education as an integral part of the project is emphasized through the fact that our Ministry foresaw and undertook some steps towards the modification(change) of the legislation in the field of adult education and lifelong learning in the year 2002. Thanks to our cooperation with local institutions adult education is anchored in the consciousness of decision makers, an important step to securing systematic reform and improvement.
